I can guess the meaning of the last sentence but guessing is not enough for me. What is "so fair passing your cheek it is"?

Let's see if I can figure it out!

The wind goes past us and brushes our cheek perhaps so softly, gently, so fair passing our cheek. Fair, not in the sense of just, but lightly, the way someone might say the sky is fair today, meaning nice, not just so-so. The wind referred to here is more like a breeze, a fair breeze. So fair passing the cheek, go gently you might not have known its passing.

And so is time.
