I mistakenly left out the word that.
There is a grammatical name for this tense. It could be conditional. Would that I not leave out words!
God is asking a question. In his question He is implying, but not saying: It would be nice if we could hear Him and hear Him in the sense of understanding as well. I don't mean to say that the sentence should be translated in this way.
In French, how would you say: "Would that I had a million dollars," without saying: I wish I had a million dollars.
Could doesn't quite mean the same as would. The present tense of Could is can. The present tense of Would is will. Yes, I'm quite sure that in God's sentence, we have the conditional tense.

In French, we would have to use some form of conditional. It would sound like: "If (only) you could hear me, dear ones". The "if" here also carries the idea of a wish. "If (only) you could hear Me, dear ones [you would understand]". Is it close enough?
