When I look in different dictionaries, "to succor" means to assist in time of distress; to relief." I find very difficult to translate: Give but not succor. If somebody in drawning, I will try to assist him in getting out of the water. Will I give without succoring? There must be another meaning for "succor" that would say "give help but don't play the savior". But this is stretching the translation.
