I find "not capable of being understood" a bit weird: not capable with a passive form "being understood". Is it meant: the world is impossible or very hard to understand because it keeps changing? I am stuck on the word "capable" in this context.

The world is often not capable of being understood. The world keeps switching around like a horse’s tail.
Even putting the sentence into your words, note that God used two separate sentences of equal value. Each is a main clause, as follows:
The world is hard to understand. The world keeps switching around like a horse's tail.
It is you who inserts the word because, interpreting cause and effect, or effect and cause, making a different connection between the two sentences. .
The two sentences may be not typical, yet I wouldn't say weird!
If there were two sentences as below, if the two sentences were not from God, would they seem weird:
The sky is blue. I love you!
I love you, yet there is not the implication that I love you because the sky is blue!

I did not intend to link the two sentences with a because. I just try to understand the english spirit behind "not to be capable of being understood". As a French speaker, I would understand that somebody is not capable of understanding the world, but this non-capacity to understand belongs to the person, not to the world. How can I be not capable of being understood? It still sounds funny to me. I don't catch it.
Perhaps my understanding of the word capable is too restrictive.

I agree with Normand, this is a strange construction. It's sounds the same as if we said: I am not capable of being loved. Which means what? That I am not capable of making myself lovable? So, this phrase would mean that the world is not making itself understood, or not??
