Here’s what it’s supposed to mean:
God wants us to let the past recede, yes? God says that we hang on to the past, but the past is receding anyway. That is the reality. We hang on to what cannot be held onto.
Now, let’s think of solutions to that sentence:
You can’t hang on to the past anyway. Once the past is no longer present, it has already receded. You are hanging onto something that is no longer there. The past that you think you are holding onto receded as soon as it was no longer the present. You think you are holding onto the past.
Receding is what the past you like to hang onto is doing anyway.
Theophil, does this last sentence above work for you? Does it need more?
