It is talking about holding back on giving love until you feel like you have enough, to spare, the same as you might hold back on giving money to someone in need because you feel like you don't have enough to spare.
The idea of worth in this case means your sense of how much money you have at your disposal, not necessarily just in your pocket. You might say someone driving a big, expensive car was worth a lot, at least in world terms.
The idea of worthy means more that someone is deserving of some honor or reward or respect. It is more a measure of personal evaluation and may have nothing at all to do with money or material worth.
If a panhandler on the street who obviously isn't worth much in world terms asks you for money, you might silently evaluate whether or not he is worthy of help, but you wouldn't ask yourself if you were worthy enough to give the help.
