"What I vibrates comes to pass." Does God mean "that what He vibrates comes to be passed by us"? And what about "Love is a done deal"? Does He mean we have already conclude the deal of Love before coming to Earth?

Love is a done deal.

a done deal • a plan or project that has been finalized.
 
Interpreting as little as possible, this is how I would paraphrase this passage: "What I vibrate becomes reality. Love is ensured."
